Yes.  The county council has submitted information to the South Staffordshire District Council LPA through the various stages of the formal Local Plan preparation process.  The LPA has not advised the county council to date (as of 1 September 2022) that it intends to allocate any land from the County Farm Estate for development as part of its emerging Local Plan proposals for a site allocation at the North of Penkridge.  It is understood that the LPA is intending to publish the next stage of the emerging Local Plan for South Staffordshire during Autumn 2022 and therefore these ideas generated for discussion with the community are unlikely to feature in the Autumn 2022 version of the emerging Local Plan.

Q. Has Staffordshire County Council made the Local Planning Authority (LPA) aware of the potential to release land for development from its County Farm Estate in Penkridge?

Yes.  Staffordshire County Council officers have provided a copy of this website information to the Neighbourhood Plan Steering Group and indicated they would support South Staffordshire District Council and Penkridge Parish Council if there was any community stakeholder interest in exploring the potential expansion of Penkridge utilising the County Farm Estate.

Q. Is Staffordshire County Council aware of the emerging Neighbourhood Plan being prepared by the Penkridge Parish Council?

A summary report suitable for publishing will be shared and discussed with the district council and parish council to inform their decision-making roles around the preparation of the Local Plan and Neighbourhood Plan respectively.

Q. How will the feedback from this public engagement be used by Staffordshire County Council?

No. Any decisions relating to the future of the County Farm Estate would be subject to normal county council governance arrangements.  Should the district council and/or parish council wish to explore the use of the land for development, the Local Plan and Neighbourhood Plan process would establish appropriate governance arrangements involving community representatives as appropriate.  The county council would envisage the relevant county councillors to be included in any such arrangements.
